Municipal tax structure proposal advances in Ohio House

Municipal gov't officials fear impact on city, village budgets


COLUMBUS, Ohio — An overhaul of how Ohio cities collect income taxes took another step forward Wednesday.
Backers of Substitute House Bill 5 say the proposal is designed to make Ohio’s municipal tax code easier for businesses to navigate. The revised bill was introduced Wednesday to members of the Ohio House’s Ways and Means Committee. Rep. Peter Beck, chairman of that committee, said the bill marks “the largest attempt to revise municipal tax structure in the history of Ohio.”
Authors of the bill say Ohio's current tax structure can vary in major ways across Ohio’s 600 municipal tax districts, which can be damaging to Ohio’s ability to attract jobs and investment.
Despite some major changes, the bill likely will continue to face some opposition from local governments across the state. Municipalities have complained that many provisions of the proposal take away their ability to shape the contours of their locally administered and voter-approved taxes, and that these forced changes will create significant shortfalls in city budgets.
Beck noted at a news conference that the proposal calls for a study of what the effect on cities and villages might be from the new rules, which would allow the legislature to make adjustments in 2016, a year before those rules would go into effect.
