E.Guernsey School Board Reinstates Positions, Cuts Fees

Move "puts district at risk financially"
It came down to a question of risks vs benefits.
The East Guernsey Schools, Board of Education Wednesday evening eliminated several fees and  reinstated a number of programs and positions.
The board unanimously approved to reinstate the Elementary Computer position, along with VoAg, Industrial Arts and Band/Choir.
In addition, the board eliminated pay to participate fees, and consumable supplies fees for grades K-12.  Some class or lab fees however will remain in effect.
The changes will take place in the upcoming 2014-15 school year.
The cuts were originally approved by the board back in January of  2012, and took effect in the 2012-13 school year.
Superintendent Richard Hall pointed out that by bringing back the positions, "the board is to providing programs that give students the opportunity  to be career or college ready by the time of graduation."  He stressed that, while in favor of the elimination of fees and reinstatement of programs, the changes will put the district at great financial risk, but the board is willing to take the risk, in an effort to provide a positive experience for students and decrease the financial burden on parents.
However, Hall pointed out  that "without an increase in revenue in the future, it will become nearly impossible to operate the district."  
Board President Dennis Doutt echoed Hall's statements, adding that the board believes the decision is needed, despite the risks,  to move the district in a positive direction.    Doutt adds that the board feels that by eliminating fees, and and implementing programs enrollment in the district will increase, thereby easing the financial burden.  It was stressed that the board has been discussing this move since they took office in January.
Officials say they will be monitoring the finances of the district very carefully.
In other matters, the board approved  3 year contracts with the East Guernsey Local Teachers Association and East Guernsey Classified Employees Association.   The CBA is in effect from July 1 2013, through June 30,2016.
Also approved were administrative contract for Julia Cunningham, and Matthew Hardy.   The administrative contract of Superintendent Richard Hall was extended through July 31, 2019.   
A contract with Heiberger Paving Inc was approved for resurfacing the track at the district's activity complex for a total of $43,320.   To be paid with Permanent Improvement funds.
The next meeting of the East Guernsey Local Schools, Board of Education will be May 21 at 6 pm in the district's Central Office in Old Washington.
It was reported that the board meetings for June, July and August will be "on the road" at different locations around the district.   The exact sites will be announced during the May meeting.
