Governor's Budget Facing Amendments

COLUMBUS, Ohio (AP) - An Ohio legislative panel is set to consider more changes to a midterm budget bill on track for a House vote this week.
 
   The House Finance and Appropriations Committee amended the sweeping proposal Monday to clarify college athletes are not considered employees under state law.
 
   The move comes after a decision last month by a regional director of the National Labor Relations Board involving the Northwestern University football team. That ruling said full scholarship players can be considered employees and thus have the right to form a union.
 
   The amendment was among dozens made to the bill.
 
   The Republican-dominated committee removed a provision to require electronic registration for unemployment compensation benefits, and it sought to penalize counties who don't follow state procedures for providing absentee ballots.

New Drug Initiative Gets Big Grant

COLUMBUS, Ohio (AP) - Twenty-two grants totaling $1.5 million will help strengthen school-based alcohol and drug prevention programs in Ohio.
 
   The governor's office said Monday that the Building Youth Resiliency grants will help at-risk kids in 19 counties. The program - part of Ohio's new youth drug prevention initiative called Start Talking! - targets students in 5th through 9th grades.
 
   Building Youth Resiliency is a partnership between the Office of the First Lady Karen Kasich, the Governor's Office of Faith-Based Initiatives and several state agencies. It is supported by federal Temporary Assistance for Needy Families dollars.
 
   Programs were selected from a pool of 38 proposals. To be eligible, applicants were required to partner with schools where more than 40 percent of the student population qualifies for the free- and reduced- lunch program.

Suspects in Cadiz Murder Captured

Pair suspected of killing a man in Harrison Co., caught in Florida 

CINCINNATI (AP) - A woman who police say overdosed on heroin with her boyfriend in a McDonald's play area near Cincinnati is set to appear in court on Monday.
 
   Thirty-three-year-old Tamica Jeffers is set for a non-jury trial on charges of child endangerment in Hamilton County court.
 
   Jeffers' attorney has declined comment
 
   Her boyfriend, 37-year-old Robert Palmer, was convicted of two misdemeanor charges last month.
 
   Emergency officials responded to a call March 9 about two unresponsive adults in the Green Township fast-food restaurant's indoor play area. They needed emergency treatment to recover from what police called "life-threatening overdoses."
 
   Authorities say the couple, from Dillsboro, Ind., acknowledged using heroin while with two children, a 5-year-old girl and 8-year-old boy.
 
   Palmer is the girl's father; the boy's relationship with the couple is unclear.

 HUNTINGTON, W.Va. (AP) - An April 21 plea hearing is set in West Virginia for an Ohio woman accused of embezzling more than $150,000 from her former employer.
 
   Connie Lynn Whitley of South Point, Ohio, is charged in a federal information with converting another's property to her own use.
 
   Whitley is accused of taking the money from July 2009 to September 2013 while working as a bookkeeper for Uptowner Inn Inc. The company owns several hotels and apartments in West Virginia.
 
   West Virginia State Police have said Whitley wrote 191 checks to herself from five different accounts.
 
   The plea hearing will be held in U.S. District Court in Huntington.
