Transparency Takes Center Stage

   CINCINNATI (AP) - While Ohio law calls for government that is open to the public, shadowy decision-making has led to recent court battles and a legislative effort to shed more light.
 
   So-called "Sunshine Laws" being highlighted across the nation this week go back decades in promoting access to governments and their records. Ohio's Open Meetings Act declares that public bodies should take actions in meetings open to the public. Some exceptions are allowed, but disputes continue.
 
   A Warren County judge ruled this month against township trustees meeting informally to discuss upcoming agenda items. Newspapers have challenged school boards, city councils and universities for secretive decision-making around the state.
 
   Legislation by state Sen. Shannon Jones is meant to close loopholes. The Springboro Republican says the public has more trust in government that is open.

COLUMBUS, Ohio (AP) - Famously reclusive "Calvin and Hobbes" cartoonist Bill Watterson is speaking out on the occasion of an exhibit of his work opening at the cartoon library and museum at Ohio State University.
 
   Watterson, an Ohio native, has granted few interviews since retiring his hugely popular "Calvin and Hobbes" strip in 1995. Recently he agreed to answer some questions from Jenny Robb, the curator at the Billy Ireland Cartoon Library & Museum. 
 
The museum released a transcript Thursday, and parts were published by The Columbus Dispatch.
 
   Watterson says declining newspaper readership could keep people from building a relationship with new comics as readers did with "Calvin and Hobbes" which, at its peak, ran in 2,400 papers worldwide.
 
   The exhibit opens Saturday.

More Mumps Cases Reported

 

COLUMBUS, Ohio (AP) - The number of mumps cases in the Ohio State University outbreak has climbed to 32 as officials try to trace how the people involved acquired the viral infection.
 
   Columbus Public Health reports the four cases added to the count Wednesday involve three students and one staff member.
 
   Of the 32 people infected, 26 are students, two are staff members and one is a student's relative. Health officials say the other three cases involve people who don't study or work at Ohio State but have links to the university community.
 
   The confirmed cases involve 13 women and 19 men. They range in age from 18 to 48. Three of them were hospitalized for at least one day.
 
   Mumps is a contagious infection that often starts with fever, fatigue and body aches.

Dems Perusing Governor's Budget

 COLUMBUS, Ohio (AP) - Democratic state lawmakers are seeking to put their own touch on Republican Gov. John Kasich's (KAY'-siks) midterm budget.
 
   House Democrats on Wednesday proposed requiring the Legislature to broadcast its committee hearings. Currently, recording is left up to the committee chair.
 
   Among other changes, the Democrats want to require public records to be turned over in 20 days. Their plan also would create an independent, public-records ombudsman to mediate disputes over state records.
 
   The governor's proposal makes sweeping tax and education changes and streamlines government services for jobseekers and the poor.
 
   A spokesman for House Republicans accuses Democrats of "posturing" and says they did not seek the changes when they were in the majority. Spokesman Mike Dittoe says under GOP House leadership, state budget hearings have been filmed and broadcast live.
